At the end of 20 entury, our country began to actively promote the construction of urban communities, constantly improve the urban grassroots social management system and build a social service network to improve the quality of life of community residents and expand urban grassroots democracy. This case describes the process of transformation from the problem-ridden and the evacuation of properties to the successful relocation of new properties in K Residential Area, Wuxi City, Jiangsu Province. Through the first-hand research on stakeholders, such as streets, community workers, owners, the writer tried to explore the role of the main bodies in the process of transformation. I
