In November 2015 the FSB, in consultation with the Basel Committee on Banking Supervision (BCBS), finalised and agreed a new standard on the adequacy of total loss- absorbing capacity for global systemically important banks (G-SIBs) in resolution (‘the TLAC standard’). The TLAC standard has been designed so that failing G-SIBs will have sufficient loss-absorbing and recapitalisation capacity available in resolution for authorities to implement an orderly resolution that minimises impacts on financial stability, maintains the continuity of critical functions, and avoids exposing public funds to loss. The G20 and FSB made a commitment to the timely, full and consistent implementation of the TLAC standard. In its reports to the G20 of November 2015 and September 2016, the FSB committed to develop implementation guidance for the TLAC standard . In particular, the FSB agreed to undertake further work on the implementation of the requirement for internal TLAC, that is, the loss-absorbing resources that resolution entities commit to material subsidiaries.
