公共治理理念下防范医疗纠纷研究.pdf

摘 要 医疗卫生事业关系着人民群众的生命健康和生老病死，与人民群众 的利益密切相关。随着国民经济的快速发展和人民物质文化水平的不断 提高，我国的医疗卫生事业快速发展，人民群众的健康水平不断提高， 我国国民的健康素质也大幅度提高。然而，近年来在医疗卫生领域面临 的问题和矛盾依然突出，卫生工作中存在的基本矛盾是群众越来越高的 卫生健康需求与该水平医疗服务的供应严重不足之间的矛盾，医患关系 不和谐，医患矛盾、医患纠纷、甚至医患冲突，是这一矛盾的具体体 现。医疗纠纷问题不仅仅是一个单纯的医疗问题，已经演变为一个社会 问题。本文基于公共治理的理念，以吉安市中心人民医院为案例，强调 运用治理理论的多主题参与的中心理论为指导，将多个社会主体，如政 府、市场、医疗机构本身、医务人员、患者、媒体、第三方机构等多方 力量的共同参与，共同解决医患关系中存在的诸多问题，从而尝试为缓 解医患矛盾，减少医疗纠纷提出一个可行的解决路径。 关键词：公共治理；医疗纠纷；防范 Abstract Medical and health services in relation to the peoples life and health and death, and is closely related to the interests of the people.
