PAGE PAGE 21 绩效指标体系视角下服务型政府建设研究 ——以浙江省富阳市为例 摘要：建设服务型政府，实现政府的转型升级，已成为我国当前和未来一个时期政府改革的基本目标与方向。建设服务型政府，必须建构起合理科学的绩效指标体系，加强对政府在履行职能、改善民生和提供公共服务等方面绩效的评估。本文从政府绩效指标体系建设视角出发，以浙江省富阳市政府绩效评估试点为例，总结试点经验，提出促进服务型政府建设、加强政府绩效评估的对策，使服务型政府建设更加科学、更具有针对性，取得更大的实效。 关键词：服务型政府绩效指标体系公共服务服务能力服务水平 The service-oriented government construction research under the perspective of performance indicator system ——A case study of Zhejiang Fuyang Abstract:Constructing service-oriented government, implementing the government’s transformation and upgrading has become the basic objectives and direction of government reform in China’s current and future period.Building service-oriented government needs to build a scientific and rational system of performance indicators, strengthen the assessment of government performance in fulfilling the functions, improve peoples livelihood and the provision of public service and the like. This paper starts from the perspective of government performance indicator system construction, focus on Zhejiang Fuyang district government performance evaluation pilot, sums up the experiences of the pilot, putting forward countermeasures to promote service-oriented government construction and strengthen government performance evaluation, making service-oriented government construction more scientific, more focused and achieve greater effectiveness. Keywords: service-oriented government performance indicator system the public service service capability the service level 一、 引言 （一）研究背景及问题的提出 如何构建一个优良有效的政府，一直是政府自身和学术界探讨的话题。改革开放以来，我国市场化、现代化飞速发展，尤其是近几年中共中央提出“以人为本”、“科学发展”、“建设社会主义和谐社会”等施政理念后，无论是时代还是社会都对政府的治理能力提出了更高的要求、抱以了更大的期待。政府不应该再沿承计划经济体制时期“行政命令式”的管理方式，做一个管制型政府，而应该优化政府体系，变革政府模式，从管制型转向服务型，已经成为政府管理领域的重要课题。 党中央、国务院着眼于整个社会的发展，提出了要建设服务型政府的要求。2005年3月全国人大十届三次会议上所作的《政府工作报告》提出：“努力建设服务型政府，创新政府管理方式，寓管理于服务之中，更好地为基层、企业和社会公众服务”。从此建设服务型政府成为我国行政体制改革的主要目标。 2006年10月，中共十六届六中全会对构建社会主义和谐社会作出了全面部署，会议通过了《关于构建社会主义和谐社会若干重大问题的决定》，其中明确要求“建设服务型政府，强化社会管理和公共服务职能”。这是党在党的文件中第一次提出服务型政府建设的明确要求。 2007年10月党的十七大报告中对社会管理与
