PAGE PAGE 20 外来务工人员城市生活融入问题研究 ——以杭州市九莲庄城中村为例 摘要：随着中国城镇化和经济的快速发展，越来越多的农民涌向城市，成为了不从事农业生产的外来务工人员，开始了向城市的融入过程。但这一过程并不是一蹴而就的，在融入过程中，由于城市规划的滞后性、政府公共服务支出的增加、外来务工人员工会组织发育不良以及城市市民矛盾心理和外来务工人员本身的素质不高等原因，使得外来务工人员很难融入城市社会，其所从事的职业和接受的培训以及享受的社会福利等都比一般城市市民差，这也导致了社会认同的缺失及道德冲突等问题的出现。而要推动外来务工人员与城市市民的和谐相处，政府应该对城市进行合理规划并创造相应的良好环境；外来务工人员工会组织应该不断完善自身的发展，为外来务工人员提供相应的服务和保障；城市市民应以更加包容的姿态接受新市民的加入，而新市民则应该提高自我素质，从而更好地融入到城市，真正完成在城市生活的融入。 关键词：外来务工人员；融入问题；对策 Research on the problem of the Migrant workers integrate into city -- an example in Hangzhou jiulian village in the city Abstract: With the rapid development of Chinas urbanization and the economy, more and more farmers move to the cities, becmme a non-farmer workers which engaged in agricultural production, and began the transition from the farmer to the citizen. But this transformation does not happen overnight, and in the process of citizenship, due to the increase of urban planning lag, the governments public service spending, trade unions of migrant workers and ambivalence of urban citizens dysplasia and the not high quality of migrant workers themselves , it is difficult for migrant workers to integrate into urban society, they have more poor occupation, training and social welfare than general urban people. This also led to the emergence of social identity and lack of moral conflicts and other issues. To promote the benign conversion from the migrant workers to urban citizens, the government should conduct a reasonable plan for the city and create a favorable environment accordingly. Migrant Workers unions should constantly improve their own development, to provide appropriate services and protection for migrant workers. Urban public should have more tolerant attitude to accept new people to join in. The new citizens should improve the quality of themselves, in order to better integrating into the city, really complete the conversion from migrant workers to the public.
