1 总 则
1.0.1为规范海绵城市系统方案编制工作,提高海绵城市建设
系统方案编制质量,制定本导则。
1.0.2本导则适用于城市建成区、规划新建区和其他城市区域
的海绵城市系统方案的编制。
1.0.3 海绵城市系统方案除应符合本导则外,尚应符合国家现
行有关标准的规定。
2 术 语
2.0.1海绵城市系统方案 systematicsolutionofspongecity
从流域尺度或排水分区尺度出发,以城市水循环系统的生态
健康平衡为目标,定量、定性分析城市涉水问题及成因,确定区
域海绵城市建设的源头减排、过程控制、系统治理的工程体系,
同时提出工程实施的保障措施。
