PAGE 14 编号： 本科毕业论文（设计） 中国村镇银行发展现状、存在的问题及对策 院 系：（四号宋体加粗） 姓 名：（四号宋体加粗） 学 号：（四号宋体加粗） 专 业：（四号宋体加粗） 年 级：（四号宋体加粗） 指导教师：（四号宋体加粗） 职 称：（四号宋体加粗） 完成日期：（四号宋体加粗） 中国村镇银行发展现状、存在的问题及对策 摘 要 建立村镇银行为村镇融资注入新鲜血液。 作为一种新型村镇金融机构，村镇银行首先为村镇和村镇经济发展提供了金融服务的方便。 2007年10月16日，银监会出台了“关于调整和扩大村镇金融机构获取政策的意见”，支持建设社会主义新村镇，开始在村镇发展。 村镇银行的发展对村镇金融供给渠道，激活村镇金融市场，完善村镇金融机构体系发挥积极作用。 但是，作为一个新事物，村镇银行在实践发展中不可避免地遇到了很多问题，所以研究村镇银行发展的制约因素，中国社会主义新村镇建设具有深远的意义。 基于对国内外研究成果的分析，本文尝试运用“金融共生”原则，指导中国村镇建设和经营中遇到的问题。同时，本文提出了促进村镇银行创新发展的对策，为解决村镇经济发展问题提供了财政支持的理论依据，更好地推动了村镇金融服务制度与社会主义新村镇建设。 关键词： 中国村镇银行，发展状况，存在问题，解决方案  The Current Situation， Existing Problems and Countermeasures of Chinese Rural Banks ABSTRACT The establishment of village banks has injected new blood into rural finance. As a new type of rural financial institution， the village bank has set up its original intention to provide financial services for farmers， agriculture and rural economic development in rural areas. On December 20， 2006， the CBRC began to develop in the rural areas after the issuance of the Opinions on Adjusting and Enlarging the Access Policy of Banking Financial Institutions in Rural Areas to Support the Construction of New Socialist Rural Areas. The development of village banks plays a positive role in constructing rural financial supply channels， activating rural financial markets and improving rural financial organization system. However， as a new thing， the village bank in the practice of development inevitably encounter many problems， so the study of village bank development constraints， the construction of new socialist countryside in China has far-reaching significance. Based on the analysis of the research results at home and abroad， this paper tries to use the financial symbiosis principle to guide the problems encountered in the construction and operation of the villages and towns in China.
