大理市海东镇因病致贫和因病返贫的问题、对策 　　【摘要】因病致贫、因病返贫是当前精准扶贫的难点问题，已被列入国家脱贫攻坚的重点工作，本文以大理市海东镇为例，阐述了因病致贫、因病返贫的表现，分析了产生这个难点问题的原因，从推进乡村振兴战略，发展贫困地区经济,强化健康意识、提升健康素养，改善居住环境、树立健康的生活方式，加大医疗卫生投入、健全医疗保障机制四个方面，提出了如何改善因病致贫、因病返贫现状的对策。随着医疗扶贫工作的深入推进，大理市海东镇建档立卡贫困户因病致贫、因病返贫的情况将会得到有效改善，贫困人口对健康生活的美好愿望终将实现。 【关键词】大理市海东镇 因病致贫 因病返贫 卫生医疗 　　Problems and Countermeasures to combat poverty and disease return in Haidong Town, Dali, China 　　【 Abstract 】 Poverty due to illness and returning to poverty due to illness are the difficult problems of targeted poverty alleviation, which have been listed as the key work of national poverty alleviation. Taking Haidong town of Dali City as an example, this paper expounds the performance of poverty due to illness and returning to poverty due to illness, analyzes the reasons for this difficult problem, and puts forward some suggestions, such as Promoting Rural Revitalization Strategy, developing economy in poor areas, strengthening health awareness and improving health literacy, This paper puts forward the Countermeasures on how to improve the current situation of poverty caused by illness and returning to poverty due to illness from four aspects: improving the living environment, establishing a healthy lifestyle, increasing medical and health investment and improving the medical security mechanism.With the deepening of medical poverty alleviation work, the situation of poverty caused by illness and returning to poverty due to illness in Haidong town of Dali city will be effectively improved, and the good wishes of the poor people for a healthy life will eventually be realized. 　　【 Key words 】 Haidong Town, Dali;Poverty caused by illness;Return to poverty due to illness; Health Med 引言　　贫困是所有发展我国家需要面对的社会问题，引发贫困的原因有许多，如资源匮乏、缺少技术、基础设施落后等等，但患病是导致贫困的重要原因之一。在我国的贫困人口中，引发贫困的主要原因就是因病致贫和因病返贫，农村人口因患病导致劳动力丧失，且产生高额的医疗费用，是使患者个人及其家庭陷入贫困的关键因素。目前，因病致贫和因病返贫已被我国政府列为精准扶贫的主要工作之一，通过改善因病致贫、因病返贫这一难题，有助于贫困人口脱离贫困，国家脱贫攻坚取得胜利，意义深远。下面，就以大理市海东镇为例，论述如何改善因病致贫、因病返贫问题的原因及对策研究。 一、因病致贫、因病返贫是当前大理市海东镇扶贫工作面临的难
