湖北省数字政府建设的现状、问题与对策研究.doc

武汉科技大学本科毕业论文 摘 要 在互联网、大数据、云计算、5G网络、区块链等信息科技技术高速发展的 当下，数字化的发展影响着生活中的各个方面，同时政府的数字化转型也已经 是各个国家的大势所趋。在党的十九届五中全会也明确提出，要加快推进数字 政府建设，推进我国治理现代化的发展、提高政府效能，以数字政府牵动数字 社会、数字经济的一体化发展。现在，公众对于数字政府的发展也有了更高的 期望，因此对湖北省数字政府的发展现状、问题及对策的研究具有一定的现实 意义。 本文首先对数字政府及数字鸿沟进行了概念解释，并介绍了新公共服务理 论、公共价值创造理论。在此基础上，对湖北省数字政府的发展状况和发展特 色进行了调查分析，以此总结了湖北省现在的发展存在的各级政府间协同不 足、政务服务能力不足、各地发展不平衡的问题，并提出了要强化数字政府顶 层设计的建设、完善数据治理架构、注重人才培养、增强政务服务能力等六点 具有可行性的发展策略。 关键词：数字政府；政务服务平台；数据共享 I 武汉科技大学本科毕业论文 Abstract With the rapid development of information technology such as Internet, big data, cloud computing, 5g network and blockchain, the development of digitization affects all aspects of life.
