武汉科技大学本科毕业论文 摘要 政府机关是数据资源的第一拥有者，如何对政府数据资源进行有效治理和利用，如 何采取有效措施规范企业和个人的数据使用行为，遏制非法收集、非法使用、非法买卖 公民个人数据信息的行为是政府面临的重要问题。“治理能力”与“治理创新”是我国 政府大数据治理研究中的高频词，它不仅是政府治理体系的内在要素，而且与数据管理 有着密切的联系。在大数据的背景下，政府治理从封闭走向开放，从静态走向流动，从 精细走向精准，从单向走向协同。 2021年国家《数据安全法》的颁布，鼓励政府数据依法有效合理利用和发挥数据的 最大价值的同时，也同样促进了以数据为关键因素的数字经济的发展，国家对于数据安 全治理的举措也逐渐增多。保障政府数据的安全，不仅有利于数据的有序流动和合法利 用，更是关乎国家、企业、个人的利益。本文基于协同治理理论，研究各个主体在政府 数据治理中的不同作用，结合新时期我国政府数据安全面临的新状况，探讨国内外研究 现状，采用文献研究和系统分析方法，厘清政府数据安全的相关概念，提出适合我国国 情的政府数据安全治理路径。为实现国家区域协调发展、国家治理体系和治理能力现代 化等目标提供一定的借鉴与参考。大数据时代是政府治理向现代化大步迈进的重要历史 机遇期，政府大数据治理有利于推动政府数据治理研究进程，促进政府治理能力和水平 的提升。 关键词：政府数据；数据安全；数据安全治理；协同治理理论 I 武汉科技大学本科毕业论文 Abstract Government organs are the first owners of data resources. How to effectively manage and utilize government data resources, how to take effective measures to regulate the behavior of enterprises and individuals, and how to curb the illegal collection, illegal use and illegal trading of citizens personal data information are important issues that the government faces.
