本科毕业论文 湖北省数字政府建设现状及对策研究 ——基于行政生态的视角 题目： 学 专 学 院: 业: 号: 文法与经济学院 行政管理 201806116060 张智劲 学生姓名: 指导教师: 丘雯文 日 期: 二○二二年五月 武汉科技大学本科毕业论文 摘要 随着全球范围内数字技术等新兴网络信息技术的推广和普及，我国政府立足经济社 会发展的需要，逐步重视发展网络强国、实施数字中国战略。建设高水平的数字政府就 是其中的关键环节。数字政府建设是一个复杂的整体，不仅涉及公共行政系统内部还与 外部的经济、社会、沟通网络、符号、政治生态系统息息相关。迄今为止，湖北省已经 建立起全省协同管理的数字政府架构，在“一网通办”和数字应用建设等方面已经取得 了显著成就，但实践过程中仍然存在有待提升的空间。 本文以湖北省数字政府为研究对象，在行政生态理论的指导下，首先从湖北省数字 政府建设的历程出发，分别从横向结构和纵向结构两个维度分析湖北省数字政府建设的 组织架构，进而从经济生态系统、社会生态系统、沟通网络系统、符号生态系统和政治 生态系统五个方面分析湖北省数字政府建设的行政生态环境。在此基础上，提出大力发 展数字经济、完善政府与社会合作机制、改革创新政务服务模式、提高公务员的服务意 识与能力、强化数字政府管理体制机制等方面的对策建议。 关键词：数字政府；行政生态；政府转型；治理能力；公共服务 I 武汉科技大学本科毕业论文 Abstract With the promotion and popularization of emerging network information technologies such as digital technology on a global scale, the Chinese government, based on the needs of economic and social development, has gradually attached importance to the development of a networked country and the implementation of the digital China strategy. Building a high-level digital government is a key part of it. The construction of digital government is a systematic project, which not only involves the internal public administration system but also is closely related to the external economy, society, communication network, symbol and political ecosystem.
