农村土地股份合作社发展问题与对策研究.doc

华南理工大学学士学位论文 摘 要 近年来，随着城市化和工业化的发展，农村劳动力大量转移，农民种地意愿减少，因此引入了农村土地股份合作制。由此，土地股份合作社，身为合作社和股份公司的融合体，体现了为人民服务基本原则，与两者融合物的典型特征，这是一个创新之举。本文研究对象作为农业大县，积极推进改革创新，加快农业生产方式改革，从而加快农村改革。发展新型农业主题，主要是土地与行动之间的合作，探索通过“三权分立”重振农业权利的可能性。它促进了农业的迅速发展和农民收入的增加，但在发展这方面的时候也遇到了问题。首先,本文对奇台县吉布库镇土地股份合作社的运行现状和体制进行了深入的调查分析,总结了吉布库镇的土地股份合作社的推行措施和在实践中推进土地合作社的成果,促进了农民收入的多样化,促进农业产业化和生态发展,促进农村社会和谐稳定。其次，分析实施过程中存在的问题，组织管理体系不完善、不规范;缺乏优秀人才;运行成本高，稳定性低等。最后针对这些问题提出了相应的对策，例如建立和完善管理体系。强化支持，优化外部环境。增加人力资本投资等政策将促进合作社健康可持续稳定发展，增强当地农村经济，提高当地农民的收入水平和生活水平。 关键词： 土地股份合作社；土地流转；奇台县 Abstract Last several years, on account of the development of urbanization and industrialization, lots of rural labor forces have been transferred, and farmers planting intentions have gradually decreased, therefore the rural land joint-stock cooperative came into being at the historic moment. Land joint-stock, produced by cooperative system and joint-stock system, is undoubtedly a breakthrough innovation, which not only has the typical characteristics of joint-stock company and cooperative, but also embodies the basic principle that cooperative serves farmers.As a large agricultural county, Qitai County is actively reforming,making great efforts to innovate,speeding up agricultural production made,and strengthening rural reform. Cultivating new types of agricultural business entities fully that dominated by co-operated land stock cooperatives, which has explored and solved the problem of activating the management right after the separation of the three rights. It has push forward the rapid development of agriculture and the continuous increase of farmers revenue , however there are also some problems in the process of the development of land stock cooperative.
