林业生态工程效益评价指标的选取原则 （1.北京林业大学，100083） 摘要：有关森林效益问题的研究一直是林业经济研究的热点，特别是森林的经济效益和社会效益，其定义和内涵尚无统一定论，而与此密切相关的森林社会经济效益常被认为是森林经济效益和森林社会效益的相加。另外，科学有效的生态工程效益计量与评价是改进工程宏观决策机制、提升工程质量的重要基础。通过对中国林业生态工程效益评价研究的文献梳理，系统分析了林业生态工程效益评价的主指标选取原则，涉及生态效益、经济效益、社会效益。从转变思想、完善机制、人才培养和理论创新四个方面提出提升林业生态工程效益评价质量和促进效益评价工作开展的几点建议。 关键词：社会效益；经济效益；生态效益；林业生态工程；效益评价 Selection Principles of Benefit Evaluation Indexes for Forestry Ecological Engineering (1.Beijing Forestry University, Beijing 100083) Abstract:The research on forest benefits has always been the focus of forestry economic research, especially the economic benefits and social benefits of forests, whose definition and connotation have not been unified yet, and the closely related forest socio-economic benefits are often considered as the sum of forest economic benefits and forest social benefits. In addition, scientific and effective measurement and evaluation of ecological engineering benefits is an important basis for improving the macro-decision-making mechanism of the project and improving the quality of the project. Based on the literature review of the benefit evaluation of forestry ecological engineering in China, the selection principles of the main indicators of the benefit evaluation of forestry ecological engineering are systematically analyzed, involving ecological benefits, economic benefits and social benefits. Several suggestions are put forward to improve the quality of benefit evaluation of forestry ecological engineering and promote the development of benefit evaluation from four aspects: changing ideas, improving mechanisms, personnel training and theoretical innovation.
