ExecutiveSummary

Overthepastyear,theACESBlueRibbonAdvisoryPanelhasworkedalongsidethededicatedleadershipandstaff

ofUSAIDastheyhaveundertakenincreasinglyambitious–andinspiring–effortstoimprovethewayUSAID

operatesandtosavethelivesofevermoremothersandchildren.

Whilemaintainingafullplateofresponsibilitiesfocusedonhelpingchildrenandmothersthrive,theUSAIDteam

hasshownanimpressivewillingnesstoengageintheAwardCostEfficiencyStudy(ACES)processandembrace

itsanimatingprinciplethatsavingagreaternumberoflivesdependsonfundamentalrevisiontopractices.Indoing

so,USAIDhasdemonstratedacommitmenttoachievingthenear-termglobalhealthtargetsoftheMillennium

DevelopmentGoals(MDGs),whichcomedueonDecember31,2015,andthelonger-termobjectiveofbringingan

endtopreventablechildandmaternaldeaths.

TheACESProjectbeganinJuly2013andquicklyadoptedatwo-prongedapproach:

ThroughtheendofNovember2013,withthegeneroussupportoftheBillMelindaGatesFoundation,the

consultingfirmOliverWymanassistedtheAdvisoryPanelandUSAIDinitsanalysisofneartermandlong-

termpotentialprocessimprovementstomaximizevalueformoneyinUSAIDprogramming.Thisresulted

inasetoftenproposedchangesandtransformationpathwaystoUSAID’scontractingprocesses.

BeginninginJanuary2014,USAIDbeganaprocesstoensurethatitscurrentMissionplansforending

preventablechildandmaternaldeathswereasefficientandeffectiveaspossible.Theambitiouscountr
