Aqualityeducationistheultimateliberator.Itcanfreepeopleformpoverty,givingthemthepowertogreatlyimprovetheirlivesandtakeaproductiveplaceinsociety.Itcanalsofreecommunitiesandcountries,allowingthemtoleapforwardintoperiodsofwealthandsocialunitythatotherwisewouldnotbepossible.Forthisreason,theinternationalcommunityhascommitteditselftogettingalltheworld’schildrenintoprimaryschoolby2015,acommitmentknownasEducationforAll.CanEducationforAllbeachievedby2015?Theanswerisdefinitely”yes”,althoughitisadifficulttask.Ifwenowmeasurethegoalintermsofchildrensuccessfullycompletingaminimumoffiveyearsofprimaryschool,insteadofjustenrollingforclasses,whichusedtobethemeasuringstickforeducation,thechallengewillbecomeevenmoredifficult.Only32countrieswereformerlybelievedtobeatriskofnotachievingeducationforallonthebasisofenrollmentrates.Thenumberrisesto88ifcompletionratesareusedasthestandard.Still,thegoalisachievablewiththerightpoliciesandtherightsupportfromtheinternationalcommunity.59ofthe88countriesatriskcanreachuniversalprimarycompletionby2015iftheybringtheefficiencyandqualityoftheireducationsystemsintolinewithstandardsobservedinhigher-performingsystems.Theyalsoneedsignificantincreasesinexternal(外部的)financingandtechnicalsupport.The29countrieslagging(落后)farthestbehindwillnotreachthegoalwithoutunprecedented(空前的)ratesofprogress.Butthisisattainablewithcreativesolutions,includingtheuseofinformationtechnologies,flexibleandtargetedforeignaid,andfewerpeoplelivinginpoverty.Akeylessonofexperienceaboutwhatmakesdevelopmenteffectiveisthatacountry’scapacitytouseaidwelldependsheav
