TheCCITT(theInternationalTelegraphandTelephoneConsultativeCommittee)isapermanentorganoftheInternationalTelecommunicationUnion(ITU).CCITTisresponsibleforstudyingtechnical,operatingandtariffquestionsandissuingRecommendationsonthemwithaviewtostandardizingtelecommunicationsonaworldwidebasis.
ThePlenaryAssemblyofCCITTwhichmeetseveryfouryears,establishesthetopicsforstudyandapprovesRecommendationspreparedbyitsStudyGroups.TheapprovalofRecommendationsbythemembersofCCITTbetweenPlenaryAssembliesiscoveredbytheprocedurelaiddowninCCITTResolutionNo.2(Melbourne,1988).
RecommendationG.704waspreparedbyStudyGroupXVIIIandwasapprovedundertheResolutionNo. 2procedureonthe5thofApril1991.
