我国城乡规划公众参与探讨.docx

摘要

我国民主政治发展到了重要阶段，通过让公众参与到决策中，保证法律编制和实施的科学性与合理性，是社会发展的必然趋势。而城市规划作为与公民自身利益息息相关的社会活动，加强公众参与的程度，实现规划的科学性，确保规划的有效实施，是贯彻落实政治民主的重要体现，公众参与城市规划是保证城市规划的公平性和公正性的关键。为了保证公众利益的最大化，促进城乡规划发展的科学性，让公众参与到规划的各个层面是必须落实到实处的。我国城乡规划属于“外来文化”，在我国发展的时间较短，在公众参与落实的过程中出现了各种问题。本文就公众参与城乡规划问题，结合国外城乡规划公众参与的发展和经验，对实行过程中的对策做出分析和探讨。

Abstract

Throughpublicparticipationtoimprovethedemocratizationandscientificprocessofdecisionmaking,thuspromotesasapublicpolicyofurbanandruralplanningscientificestablishmentandeffectiveimplementation,becomenecessaryinthedevelopmentofsocietyasawhole.Publicparticipationinurbanplanningistheimportantembodimentofpoliticaldemocratization,isbeneficialtobuildaservice-orientedgovernment,realizetheplanningisscientific,ensuretheeffectiveimplementationofplanning.Publicparticipationinurbanplanningisthekeytoguaranteethefairnessandimpartialityofthecityplanning.Inordertoguaranteethemaximizationofpublicinterest,promotingthedevelopmentofurbanandruralplanningisscientific,letallaspectsofpublicparticipationinplanningistorealizetheway.Townandcountryplanninginourcountrybelongstotheforeignculture,inChinasdevelopmenttimeisshorter,thefaceappearedintheprocessofpublicparticipationinurbanandruralplanningimplementationproblemsremainstobesolved.Inthispaper,theproblemofpublicparticipationinurbanandruralplanning,combiningwiththedevelopmentofpublicparticipationinurbanandruralplanningandforeignexperience,toimplementthecountermeasuresintheprocessofanalysisanddiscussion.
