ABSTRACT

SouthKoreafacesanunprecedentedeconomiccrisisdrivenbyrapidpopulationMichaelA.Clemens,

nonresidentsenior

aging,asitapproachesafutureofnegativeeconomicgrowth.ThispaperfellowatthePeterson

examinesthefullrangeofpossiblepolicyresponseswiththepotentialtorestoreInstituteforInternational

dynamismtotheKoreaneconomy.Contrarytomanyprioranalyses,IfindthatEconomics,isprofessor

inthedepartmentof

enhancedlabormigrationtoKoreaisnecessary,sufficient,andfeasible.MigrationeconomicsatGeorge

isnecessarybecauseinthebestforecastswehave,nootherclassofpolicyhasMasonUniversity.

becauseenhancedtemporarylabormigrationbyitselfwouldoffsetmostof

Korea’sdemographicdragongrowthoverthenext50years.Andmigrationis

feasiblebecausethelevelsofmigrationandtimescaleofthetransitionwould

resemblethatalreadycarriedoutbyMalaysiaandAustralia.Manyadvanced

economieswillfollowinKorea’sdemographicfootstepsindecadestocome,and

havemuchtolearnfromthedecisionsthattheKoreangovernmentmakesnow.
