信阳市水环境承载力评价及优化对策建议?

摘要：选取社会经济、水资源、水环境、水生态四个子系统的18个指标，构建了信阳市水环境承载力评价指标体系，基于信阳市水环境容量，进行水环境承载力评价。通过确定指标的标准值及权重，采用模糊综合评价法，建立了信阳市水环境承载力综合评价体系。2017年信阳市水环境承载力综合评价值为0.5-0.6，水环境承载力处于轻度超载与濒临超载临界状态，接近危机状态，总体上处于不可持续发展的轨迹上。同时采用综合指数法预测2020年信阳市各县（区）水环境承载力处于濒临超载状态，2030年处于仍为濒临超载状态，但水环境综合评价值有较大幅度提高。最后通过信阳市水环境承载力评价情况，提出优化对策建议。

Abstract:Eighteenindicatorsofsocioeconomic,waterresources,waterenvironmentandsocio-economicsystemswereselectedtoconstructacarryingcapacityevaluationindexsystemofregionalwaterenvironment,andassessmentofwaterenvironmentalcarryingcapacitybasedonwaterenvironmentalcapacityinXinyang.Bydeterminingthestandardvalueandweightoftheindexandadoptingthemethodoffuzzycomprehensiveevaluation,acomprehensiveevaluationsystemofwaterenvironmentalcarryingcapacityinXinyangwasestablished.Thecomprehensiveevaluationvalueofwaterenvironmentalcarryingcapacityis0.5-0.6inXinyangin2017,waterenvironmentalcarryingcapacityisinthecriticalstateoflightoverloadandnearoverload,approachingthecrisisstate,andonthewholeisonthetrackofunsustainabledevelopment.Atthesametime,thecomprehensiveindexmethodisusedtopredictthatthewaterenvironmentalcarryingcapacityofXinyangcounties(districts)willbeonthevergeofoverloadingin2020andonthevergeofoverloadingin2030,butthecomprehensiveevaluationvalueofwaterenvironmentwillbegreatlyimproved.Finally,throughtheevaluationofwaterenvironmentalcarryingcapacityinXinyang,theoptimizationcountermeasuresandsuggestionsareputforward.
