第2章组织机构、权限和职责
2.1General概述
TheOrganizationChartofSBCisshowninFig2-1inworkshop.TheQualityControlFunctionis
independentfromproduction.QCpersonnelwillhavethefreedomandauthoritytoimplement
QualityControlmeasuresasdescribedinthisManual.
宝冶的工厂的组织机构如图2-1所示。质量控制是独立于生产的。依据本手册所述，QC人员有按
本手册所述的实施质量控制的自主权。
2.1.1TheOrganizationChartindicatesthelinesofresponsibilitiesbetweenkeydepartmentsand
thejobtitlesofkeymanagementpersonnelrelatedtoASMECodeIteminSBC.
组织机构图规定了本厂ASME规范产品相关的关键部门和关键管理人员的职位责任关系。
2.1.2ThesolidlineintheOrganizationChartshowstherelationshipofvariousjobtitlesuptothe
topmanagement.
组织机构图中的实线示出各工作职称直达最高管理层的关系。
2.2Responsibility职责
Responsibilitiessome,butnotall,oftheseresponsibilities,whicharedefinedintheapplicable
rules,aresummarizedasfollows.TheresponsibilitiesarefullydescribedintherelevantChapters.
这些职责中部分职责，不是所有，概括如下。职责在相关章节中有全面的介绍。
2.2.1GeneralManagershall总经理负责以下：
1)SigntheStatementofPolicyandAuthority,andapprovethisQCManual.
负责签署授权声明，并批准此QC手册。
2)Establishandperfecttheorganizationstructureanddefinetheresponsibility.
建立和完善组织机构并明确职责。
3)ProvideresourcetoimplementQCsystem.
负责资源的配置以便实施本质量体系。
4)CertifyNDELevelI,IIandIIIpersonnel.
批准NDEI级、II级和III级人员。
2.2.2QualityManagershall质量经理应
1)EstablishqualitycontrolsystemandpreparetheneweditionandrevisionofQCManual.
建立质量控制体系并编制新版和修订版的QC手册
2)VerifytheimplementationoftheQCsystemandassurecompliancewiththeASMECode
requirements.
确认QC体系的实施，确保符合ASME规范要求。
3)ReportproblemsintheQCsystemtotheGeneralManager.
向总经理汇报QC体系中的问题。
4)StopfabricationwhennonconformitiesfromtheQCManualandASMECoderequirements
havebeenfound.
