轻烃行业小微企业双重预防体系建设探索

摘要：近年来，石化行业正在加速推进实施小微企业双重预防体系建设，以风险管控成效显著的小微标杆企业为基准，

分门别类制定相关行业小微企业双重预防体系建设实施指南，引导同行业企业积极参与小微企业双重预防体系建设。

为此，文章通过分析胜利油田胜兴集团有限责任公司坨四轻烃站小微企业安全生产双重预防体系标杆企业的创建过

程，评估其运行效果及运行过程中所面临的问题，并提出相应对策，促进小微企业安全生产双重预防体系的建设，从而

提高企业员工的安全素质和现场规范管理水平，全面提升防范和化解安全生产风险隐患的能力。

enterprisesdoublepreventionsystem,basedonthesmallandmicrobenchmarkingenterpriseswithsignif icantriskmanagement

andcontrolresults,formulatetheimplementationguidelinesfortheconstructionofsmallandmicroenterprisesdoubleprevention

systeminrelevantindustriesbycategory,andguideenterprisesinthesameindustrytoactivelyparticipateintheconstructionof

smallandmicroenterprisesdoublepreventionsystem.Tothisend,thispaperanalyzestheestablishmentprocessofsmallandmicro

enterprisessafetyproductiondoublepreventionsystembenchmarkingenterpriseinShengxingOilf ieldGroupCo.,Ltd.,evaluates
