Theabsenceofruralpoliticalrituals,groupinfectionandthepresenceofresistance

inthebodywillweakenthepowerofthenetworkandcreateobstaclestoaction.5.

Organizationalcommunication,interpersonalcommunication,masscommunication

andotherdiversifiedcommunicationpathsabsorbandactivatediversifiedactors,who

eliminateobstaclestoactionbyresortingtofearandborrowingemotions,and

maintainandexpandthenetworkofactors.

Therefore,thispaperproposesthefollowingstrategiestodealwiththeunstable

factorsaffectingthecommunicationandinteractionofthenetworkofactorsinthe

EucalyptusClearingOperationcampaign:toimprovethecommunicationpowerof

theactorsatthegrass-rootslevel,toimprovethemechanismofexpressinginterests,

tostrengthenthetranslationofemotions,toestablishagovernancecommunity,to

activatethepoweroftheruralsubjects,andtointegratethecognitivepowerwithin

thesociety.Thefollowingstrategiesareproposed:toimprovethecommunication

powerofsectionalactors,improvethemechanismofexpressinginterestsand

demands;tostrengthenemotionaltranslationandestablishagovernance

community;andtoactivatetheruralcommunity.
