Abstract

Extensiveinternationalcooperationcanhelpstrengtheneconomicsanctions.

Multilateralcooperationhasthereforebeenwidelydiscussedasanimportantfactorin

thesuccessofsanctions.Accordingtosomescholars,oneofthemostimportant

determinantsofthesuccessofsanctionsistheextenttowhichthirdpartiessupportthe

sanctionsofthesponsoringstate.Inmultilateralcooperationoneconomicsanctions,

themainsponsorswillbemoreinterestedinparticipatingintheimplementationof

economicsanctionsthanotherpotentialsanctioningcountries.Therefore,intheface

ofthesamesanctionsissue,differentcountrieswillproducedifferentinterestneeds

andparticipationmotives,andtherewillbeanasymmetryofinterestsamong

countries.Themainsponsorsneedtoadoptdifferentstrategiestopersuadepotential

sanctionscountriestoparticipateinsanctionscooperation.

Thispaperholdsthat,basedontheasymmetryofinterests,therearethree

differentcooperationmechanismsintheprocessofseekingmultilateraleconomic

sanctionscooperation,namely,coordinationmechanism,inductionmechanismand

coercionmechanism.Thecoordinationmechanismoccurswhenthemainsponsor

countryandthepotentialsanctionsponsorcountryhavesimilarinterestpreferencesin

thefaceofeconomicsanctions.Atthistime,thepotentialsanctioncountriesaremore

inclinedtojoininthesanctioncooperation,identifycommongoalsandprinciples,

consulteachothersdecisionsandactions,andshareandexchangeinformation.And

supporttheintegrationofsanctionsresourcestoensuretheconsistencyand

effectivenessofsanctionsmeasures,soastoachievecooperationwithpotential

sanctionscountriesonmultilateraleconomicsanctions.
