摘要
根据十三五期间的战略定位，宁德市委市政府决定构建五大海洋产业基地，把宁德建设成海峡西岸经济区、发展海洋经济的先行先试示范区。在这样政策和目标引导下，宁德市要依托本地山海旅游资源的优势，进一步发挥闽东北亲水游和宁德世界地质公园的旅游品牌，把本地旅游精品融入到海峡旅游品牌当中。三都澳景区作为宁德本地旅游精品的代表之一，是构建滨海旅游胜地不可或缺的一处景点，但由于三都澳长期处于在军事和经济上的特殊地位，导致其开发十分缓慢。作为宁德市海洋旅游现状的一个代表，三都澳的开发十分重要，因此本论文以三都澳为例，利用SWTO模型来研究分析其整体开发现状及存在的问题，并针对问题提出相应的策略，以期为宁德市发展海洋旅游提供一些思路。

Abstract
Accordingtothestrategicpositioningduringthe13thfive-yearplanperiod,theCPCningdemunicipalcommitteeandgovernmentdecidedtobuildfiveMarineindustrialbases,andbuildningdeintotheeconomiczoneonthewestbankofthestraitsandapilotdemonstrationzoneforthedevelopmentofMarineeconomy.Undertheguidanceofsuchpoliciesandobjectives,ningdecityshouldrelyontheadvantagesoflocalmountainandseatourismresources,furtherdevelopthetourismbrandofthewater-lovingtourinnortheastfujianandningdeglobalgeopark,andintegratethelocaltourismboutiqueintothestraittourismbrand.Asoneoftherepresentativesofningdeslocaltourismproducts,thesanduaoscenicareaisanindispensablescenicspotforconstructingthecoastaltouristresort.However,duetothespecialpositionofsanduaointhemilitaryandeconomicfieldsforalongtime,itsdevelopmentisveryslow.Asarepresentativeofthecurrentsituationofoceantourisminningdecity,thedevelopmentofsanduaoisveryimportant.Therefore,thispapertakessanduaoasanexample,USESSWTOmodeltostudyandanalyzeitsoveralldevelopmentstatusandexistingproblems,andproposescorrespondingstrategiesfortheproblem,inordertoprovidesomeideasforthedevelopmentofoceantourisminningdecity.
